Ms. Fennell is the Chief Operating Officer (COO) at Duty First Consulting (DFC). She manages the delivery and operations of all consulting work and leads large, integrated business consulting projects at the firm. In addition to her role as COO, Ms. Fennell leads DFC’s Health Program Operations (HPO) business line.

Ms. Fennell has extensive experience in the business operations and project management of health and benefit related programs within the Federal Government, primarily with the Centers for Medicare & Medicaid Services and the Department of Veterans Affairs. She is also an experienced health care and marketing professional with extensive expertise in the areas of project management, strategic communications, social marketing, qualitative research, and business consulting.

Prior to joining Duty First Consulting, Ms. Fennell held senior positions and was in the leadership of the Social Marketing & Applied Research teams at BearingPoint and Deloitte Consulting.
